TG SAFE suspended FSSAI licenses of four Hyderabad dark stores run by Swiggy Instamart, Flipkart, and Zepto after finding expired products, cockroaches, fungal vegetables, and cold-room failures.
Four quick-commerce dark stores in Hyderabad had their FSSAI licenses suspended on 30 September 2026 after the Telangana Standards Authority for Food and Essential Drugs (TG SAFE) found expired products, pest infestation, and cold-chain failures during surprise inspections. The stores were ordered to stop operations immediately.
TG SAFE inspected 16 dark stores across the city operated by four companies: Kwickbox Retail Private Limited (which runs Swiggy Instamart dark stores), Instakart Services Private Limited (Flipkart), Zepto Private Limited, and Dropx Logistics. Of those 16, four failed badly enough to warrant license suspension. The suspended outlets are a Swiggy Instamart store at Petbasheerbad, a Swiggy Instamart store at Saidabad, a Flipkart store near Charminar, and a Zepto store in Koti.
The violations documented by TG SAFE inspectors span nearly every category of food safety failure: unhygienic premises, damaged and expired food articles, improper handling and storage, spoiled vegetables with fungal growth, cockroach and pest infestation, improper cold-room temperature maintenance, and breaches of FSSAI labelling and display regulations. Inspectors also lifted 15 food samples on suspicion of adulteration. Results of those tests have not been published yet.
Beyond the four suspensions, TG SAFE issued improvement notices to three other establishments and show-cause notices to five more. Stores that received improvement notices face re-inspection to verify compliance. Those under show-cause notices face potential financial penalties.
What changed, and why it matters for grocery buyers
Quick-commerce platforms promise delivery in 10 to 20 minutes. That speed depends on dark stores, which are small, densely packed warehouses located inside residential and commercial neighbourhoods rather than on the city's periphery. Unlike a supermarket, a dark store has no walk-in customers, no ambient lighting pressure, and no public-facing hygiene incentive. Inspection access is the only external check.
This is not the first time Hyderabad's dark stores have drawn regulatory attention. TG SAFE has previously found hygiene and storage violations at multiple dark stores in the city. The September 2026 action is notable because it moved from warnings to actual license suspension, which legally bars the store from operating until the license is reinstated.
For clean-label and health-conscious shoppers, the findings carry a specific concern. Expired products and broken cold chains are not just a general hygiene problem. They affect the integrity of perishables that many buyers choose precisely because they carry no preservatives: fresh vegetables, cold-pressed juices, minimally processed dairy, and refrigerated plant-based products. A product stored at the wrong temperature or kept past its use-by date can carry microbial risk regardless of how clean its ingredient list is.
Fungal infestation on vegetables is worth noting separately. Mould on produce can produce mycotoxins, some of which are heat-stable and survive cooking. The FSSAI sets maximum limits for certain mycotoxins under the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011, but those limits only protect consumers if the supply chain is intact in the first place.
The 15 samples lifted for adulteration testing add another layer of uncertainty. FSSAI's process for publishing sample results is slow and inconsistent, so buyers have no reliable way to find out which products were flagged or what the results showed. FSSAI has not announced a public disclosure timeline for these specific samples.
What buyers and cooks should do
The practical problem is that a suspended license is not visible to the consumer at the point of order. Quick-commerce apps do not display FSSAI license status or inspection history on product or store pages. TG SAFE's enforcement actions are announced through press releases and media coverage, not through in-app alerts.
A few steps can reduce exposure.
Check the FSSAI Food Business Operator search tool at foscos.fssai.gov.in to verify whether a specific outlet holds a valid license. You will need the business name or FSSAI license number, which platforms are legally required to display but often bury in fine print.
For perishables ordered through quick-commerce, inspect packaging on arrival before storing. Look at the best-before date, check that refrigerated items are cold to the touch, and examine fresh produce for any visible mould or off-smell. Returning or refusing a delivery is a consumer right under the Consumer Protection Act, 2019.
If you cook for someone with a compromised immune system, is pregnant, or follows a strict dietary protocol where contamination carries extra risk (such as a Jain diet where cross-contamination with certain ingredients matters), sourcing perishables directly from a physical store with visible hygiene conditions is lower risk than a dark store with no public accountability.
For Hyderabad residents specifically: the four suspended stores are in Petbasheerbad, Saidabad, near Charminar, and Koti. If you have ordered from those locations recently and received products that seemed off, the FSSAI consumer helpline is 1800-112-100.
The broader question, which TG SAFE's inspection round does not answer, is whether the violations found in four of 16 stores reflect isolated failures or a systemic pattern across the quick-commerce sector. With 15 adulteration samples still under analysis and show-cause proceedings ongoing, the full picture is not yet available.
